Abstract

Slum settlements remain one of the major challenges in urban development across Indonesia, including in Balikpapan City. This study aims to analyze the existing conditions of slum areas in Klandasan Sub-district, identify key problems, and formulate strategies for improving settlement quality through an integrative approach. The research employs a descriptive qualitative method using field observations, in-depth interviews, and document studies. The findings reveal that primary issues include narrow and damaged neighborhood roads, limited green open spaces, low public awareness of sanitation, and restricted access to economic capital. The proposed strategies encompass improvements to basic infrastructure, environmental planning, social and economic empowerment, strengthening of local community institutions, and multi-stakeholder collaboration. This study highlights the importance of integrated and participatory approaches to addressing slum settlements based on local characteristics.
